Pocket Casts has always offered the best discovery options out of all the podcast players in my opinion. From there you just add your voice command and you are good to go. Now, tap on Filter Options and Create Siri Shortcut. To add a Siri Shortcut you first tap on a filter and then on the three-dot menu at the top-right.
